That's Admiral Rampart, the ambitious, slightly-too-pleased-with-himself Imperial officer from Star Wars: The Bad Batch, caught mid-briefing with his fleet of little ship models lined up behind him like trophies. He's got the exact energy of a middle manager who just got promoted and wants everyone to notice.
Use this one for any moment of self-satisfied scheming, corporate power grabs, or someone explaining a plan that is obviously going to go wrong. The stiff posture and dead-eyed stare do half the joke for you — just add the caption and let Rampart take the fall.
LOOK I DON'T CARE WHAT YOU THINK ABOUT WHAT I DID OR DID NOT DO I AM FOLLOWING ORDERS UNLIKE GREEN LEADER ECHO WILCO · ANY DEFIANCE WILL HAVE CONSEQUENCES "WE ARE NOT THE ENEMY. THE EMPIRE SEEKS TO ESTABLISH PEACE AND ORDER THROUGHOUT THE GALAXY."
I HAVE A PLAN · IT INVOLVES A LOT OF INNOCENT PEOPLE
JUST GOT PROMOTED · STILL SOMEHOW A DISAPPOINTMENT
MY BUDGET PROPOSAL · IS TOTALLY NOT EVIL, TRUST ME
